While Microsoft is putting a lot of effort in pleasing Windows Phone 7 developers, committing to actual payments seems to be a big issue for the IT giant.
According to complaints on the App Hub, the reporting systems are still not up and running and accounting will not start paying out until February 2011. This is very discouraging for developers who are already very sensitive for cashflow issues.
Old news, already announced by Microsoft early october: http://windowsteamblog.com/windows_phone/b/wpdev/archive/2010/10/04/rolling-out-windows-phone-marketplace-for-launch.aspx
