Apple has launched the iAd program in the US. It does however advice developers to have a back-up ready when there is no ad to serve. It is not pointing toward other networks though.
Apple advices to have a replacement ad ready when there is no ad to serve. Developers that show a blank ad, will get their apps returned from the app review team. Developers outside the US will have to wait ‘several months’ before Apple will start to serve ads.
