After years of nagging by the industry, Apple finally gave in. From now on it is possible for developers to hand out promocodes to anybody in the world instead of US only.
Your promo code distribution is no longer limited to U.S. customers. Promo codes in iTunes Connect can now be redeemed by all App Store customers worldwide. Your Team Agent can request 50 codes per version of your app in iTunes Connect and your customers can redeem these codes in any App Store. To learn more about requesting promo codes in iTunes Connect, see the iTunes Connect Developer Guide.
Now it would be nice if Apple would allow you to provide the apps to more than 50 journalists 😉
Congratulations
Your first AWS Elastic Beanstalk Node.js application is now running on your own dedicated environment in the AWS Cloud
This environment is launched with Elastic Beanstalk Node.js Platform

At last !
This is an excellent news for non-US journalists. Still, the limit of 50 is indeed too small. The only solution if to gift the application, but it is still limited to gift on the same App Store.
