Probably to avoid any Legal problems, Apple has started to relax their review guidelines. As a result, developers are now allowed to use any tool for developing iOS apps (inc. Flash CS 5) as long as the games don’t download code.
Apple is also publishing the App Store Review Guidelines so developers know what their apps will be going through.
