In an interview with rgbFilter, Microsoft’s Greg Milligan confirmed that Windows Phone 7 versus Xbox Live Arcade multiplayer functionality is still in the roadmap of Microsoft.
The functionality will only be available to devices that are hooked up to a Wi-Fi network as operator networks are not ready to deliver a good multiplayer experience. It is also unclear if mobile users have to take a subscription on Xbox Live Arcade in order to use the service.
