A US based developer has built a webservice similar (even better in some fields) to that of the Ovi App Wizard. Users can build a full Windows Phone 7 app by filling in some data inside a form.
The app builder supports RSS, Facebook and Twitter feeds to be integrated into the silverlight app it generates as well as custom backgrounds. Custom icons seem to be missing for now. Services like these could help Microsoft boost the number of apps in their Windows Marketplace.
