Microsoft will not provide real time multiplayer technology for Windows Phone 7 Series devices. The mobile network might not be able to deliver the kind of experience that is expected on XBLA.
Microsoft will however bring a set of tools to create turn-based multiplayer titles on the Xbox Live environment. Developers are of course free to create their own multiplayer framework for non-XBLA games.
